Don't more people get HSA benefits from their employers here?
I get a generous HSA from my employer and find HSA to be a low red-tape, easily used benefit to pay for things that have never been covered by provincial health care, or not completely paid for (or not at all) by employer insurance. The beauty of the HSA is what those things are can be different from family-to-family and the benefit provider doesn't pre-decide what they should be, whether it's prescriptions, dental, optical, etc.
Of course it could be the prelude to pay-per-use healthcare but by itself, I see HSA as an excellent bottom-up benefit, allowing people to decide how to use it for their most urgent or important healthcare needs. And Canadian governments already subsidize it, as employers can deduct their HSA benefit spending off their taxes.
