I guess because WARNING implies something dangerous and out-of-the-ordinary that people need to take special precautions around. When it gets applied 30 times a year for regular summer weather, people just start ignoring it. And issuing warnings that everyone except anxious mothers of toddlers ignores seems pointless.
WARNING! WINDS MAY RISE TO OVER 20 KM/HR. THIS HAPPENS DOZENS OF TIMES A YEAR AND IS UNLIKELY TO CAUSE ANY PROBLEMS FOR ANYONE BUT YOU SHOULD PROBABLY KNOW ABOUT IT ON THE OFF CHANCE THAT IT MIGHT. THIS IS A PUBLIC SERVICE ANNOUNCEMENT BROUGHT TO YOU BY SOMEBODY COVERING THEIR LEGAL LIABILITY FROM EVERY POSSIBLE ANGLE WHILE ALSO TRYING TO JUSTIFY THEIR DEPARTMENTAL BUDGET.
