Its a no-risk signing by the Capitals and a smart move by them.
But the odds of us sitting in a 'legend of Matthew Phillips' thread in a year are pretty slim even though that is a low bar to hit.

Maybe. But Austin Czarnik had 17 points in 59 games with almost 800 NHL minutes. Matthew Phillips has 30 minutes. Maybe they're the same, maybe not. We simply have no idea yet which is the whole problem
