I think the Flames kind of got screwed even if they do want to trade Lindholm and Hanifin. There were no trades on the first day of the draft and then a whole bunch of players got bought out or were traded with heavy retention for nothing.
They might be letting themselves get strung along like you think or there weren't any deals worth considering to give them pause on waiting for an answer from Lindholm.
The Toffoli trade was the second best trade for the selling team in the lead up to the draft and I still think it was kind of weak.
