Most work on Stoney on the east side of the city is developer driven these days. Essentially if a land developer is willing to chip in then the government will consider it. As an example, if whoever is developing Hotchkiss finds out that 22X won't support all the development they want to do there, they'll ask the government if they want to split the cost of the interchange at 130th. Those acreages near 130th will probably delay it lots though.
