It's part of what less desirable locations can offer up to a player to get them to sign. People often judge GMs for example like everyone has the same set of tools to work with, but they don't. Small Market GMs, especially Canadian ones, have to do what they have to do to compete with the more desirable locations, it's not that they are dummies who don't understand what they are doing.

The salary cap was meant to even things out. But with everyone having the same salary limits it actually can hurt a Canadian team if taxes and city intangibles put other places ahead. All the Canadian teams can do is offer bigger and better contracts. The cap limits Calgary or Ottawa in that they can't overbid, or if they do it hurts them down the roster. So all they have left are less favorable terms or incentives like NMCs.
