It's was more than a change in player development policy, it was a change in draft policy. The after they picked Phillips, they traded away two 1sts, Four 2nds, and Three 3rds.

it cleared out the amount of prospects competing for spots. At the same time it made otherwise average prospects the best prospect in the system.

This is part of the reason folks were excited about Phillips, for a while he has been the brightest offensive prospect on the team ( before Coronato).
