Probably because it's only been snowing for a couple of hours and there are a lot of major roads in Calgary that can't all be cleared at once. Such as Deefoot, 16th Ave, Blackfoot, whatever else you want to name. I understand your aggrivation but you can't expect the city to get every road in the city snow free the instant the snow falls. And yes I know that the roads were bad over the weekend and into the early week, but really, they were snow free and relatively well sanded, but when it goes from 10 deg to -25 in a day or two, there isn't much you can do to keep the roads from becomming icy messes.
People just need to learn to slow down and give the guy in front of them some room.

I agree that sometimes you cant do much. But I've noticed a general trend of poor snow removal in this city lately. Richmond Road (for example) was still not plowed yesterday from the snowfall last week.
Something has changed with our snow removal program. It totally sucks when compared to say 5 years ago.
It was bad last year too. In that article from last year, Bronconnier said he would make it better this year, but hasnt, IMO.
I have been driving in this city for over 15 years, and as of lately, it gets worse every year.
