If he's deciding between 5+ teams (maybe more) all with the same offer, well worth it to secure him with an extra $500k-$1M than hope you win the 20% chance. Especially if you think he's got quality NHL potential (even a middle 6 offensive winger).
Again, I'm only saying this would make sense for a very select handful of teams (less than a handful).
