I'd argue that spending $2M on a bet like Phillips is very equivalent to that, plus you're getting a potential instant young roster player (I.e. worth a 2nd).
For teams that are close to the cap ceiling, I agree they wouldn't and would be dumb to make such a bet, but a rebuilding team that has to spend many millions just to reach the cap floor?
They're taking on bad cap hits just to get a pick in return, so why not use some of that cap space on a young player that could either be part of the rebuilding process or just end up being a bad bet that otherwise had no effect on the teams cap situation for the single season?
Definitely worth the bet for a few specific teams imo.

A second round pick sometimes becomes a hall of fame player.
Chicago picked up Keith in the second round, as well as Bolland.
I would wager that Chicago would view Phillips as having little ability of becoming a viable NHL player. Otherwise they would have picked him up on waivers.
