That wasn't really the argument. The argument was you can almost only get a 1C by drafting top 5.
I'd argue that's the primary way, but there are more than enough exceptions to show it's pretty doable in other ways. And when you do it the "old fashioned" way, there's still a lot of things to go wrong (see Edmonton, Buffalo, etc.)
Calgary in fact has a centre drafted in the top 5. It's the guy people are now saying isn't a 1C.
