Outside of the Oilers (who took about 15 tries to get it right) its not exactly a huge correlation to being terrible and then winning.
The 2018 draft was 5 years ago:
1. Buffalo (still haven't made the playoffs)- still rebuilding
2. Carolina - they are good
3. Montreal - one of the worst teams in the league
4. Ottawa - still rebuilding
5. Arizona - still rebuilding
6. Detroit - still rebuilding
7. Vancouver - doing whatever they do
8. Chicago - still rebuilding
9. Rangers - they are good - although really none of their high picks worked out
10. Edmonton - 15 year rebuild finally ended.

Important thing to note about Carolina is they jumped from 11 or 12 to get to that 2 spot. If the Flames didn’t win against Vegas in game 82 where Jankowski scores 4 goals they would have finished in the same spot as the Hurricanes and gifted the 2nd overall pick to the Islanders who had the flames unprotected 1st due to the Hamonic trade from the year before.
The Canes were in their phase of finished 9-11th in the east and missing the playoffs under Bill Peters despite the solid metrics.
You could argue Montreal is on a completely different rebuild now than they were back then
