Also the leverage shifts more to the player the later this goes. Options get fewer with teams filling up their lineup and running out of cap space. I think Conroy is doing himself a disfavor if he doesn't put a deadline down, like July 1st. I actually thought he did set a deadline during the introductory press conference, something around the draft week or so but that doesn't seem to be the case.
