Maybe, except most of the teams that would be interested in Toffoli are teams that are already at the cap. The Rangers have less than $12M to sign 8 or 9 guys, including Lafreniere. Their window is now, and they want to be competitive. So Lafreniere is a guy they might look at and say that they can't afford to wait on him, that he is a good asset to acquire someone who can help them now.
It's actually a pretty reasonable trade for both teams.
