I am not sure about the French ship, or the private companies that are there. Some of them are likely billing the coast guards, some might be there out of good will or getting paid for by private funds.

It's also important to discern sunk costs that are simply redeployed from actual additional costs. Presumably a lot of the people on the ships would be earning their wages, and the vessels/aircraft might be doing some amount of patrolling/etc anyways.
And even with additional costs they are likely budgeted for to some degree, so the money is likely getting spent either way.
