They just haven't promoted the Gold Cup enough that anyone cares about it, especially at those prices. It's rigged to be a cash grab and to get USA-Mexico in a final in a NFL stadium. It's not like any other confederation that rotates it's hosts for a fair competition and develop the region. Imagine if the Euros were held every two years and the goal was the make things as comfortable for England and Germany as possible so they make the final. Nobody would watch that.
For example, I watch the Asian Cup. South Korea hasn't hosted or won the Asian Cup since 1960. In fact, Korea and Japan haven't played a competitive match against each other since 2011. How often do USA and Mexico play? Every Gold Cup and every WCQ cycle.
