Horrible tragedy and 100% preventable unfortunately. There is no reason for not having grade separated interchanges when any primary highway meets the Trans Canada highway. It's surprising we don't have more accidents like this.

Just did a quick look at Alberta to see how many at grade intersections there are between primary highways and the TCH system (#1 and #16).

Highway #1 has at grade crossings with highways:
21, 24, 36, and 41 (twice). Hwy 36 is especially busy, that one absolutely needs an interchange with all the heavy truck traffic.

Highway #16 has at grade crossing with highways:
15, 22, 32, 36, and 40.

And that doesn't count intersections with secondary highways which should also be grade separated IMHO.
