I can tell you from working at Greyhound for a few years, in order to keep the weight down, buses are flimsy. There is not a lot to them and they are built as cheaply as possible.
Light glass, thin walls...they are not durable vehicles. Your average passenger car's safety rating is lightyears better than a bus.
You can say 'no seat belts' but it really doesnt matter that much.
To save money and weight the chairs themselves are bolted into almost nothing. You can wear a racing restraint if you want, but its not going to help if the whole seat goes flying.

I'm actually not sure if those type of vehicles are better constructed (I doubt it) or have seatbelts (I doubt it).
