Go to pineridge (or most neighborhoods), there's thousands of cars on the streets parked all the time. Why not charge them all $1000/year everywhere. Since the city is a business and extracting value is key.

Why does the parking need to be very difficult to come by to need to have a charge? Charge everywhere. Get a fleet of parkplus vehicles and we could eliminate property taxes make transit free and effective with the revenue.
