The Kraken drafted several young d-men with no better track record than Kylington: Lauzon, Borgen, Bayreuther, C Fleury, Cholowski. Lots of pundits had Kylington as an expansion target before protected lists were released. It’s not a stretch at all to think Kylington would have been grabbed.
