That's kind of how I feel about it. In a perfect world, public money would never be used for things like this, but it is the price of doing business in a small to medium sized market. I mean, you can take it or leave it, but if you leave it, that doesn't mean that the money is going to be spent on things you want it to be spent on.
If someone offers me a new car, I am taking it even though there are more important things I actually need. The City/Province is offering a new arena and related infrastructure improvements... that is the offer, take it or leave it. It has no effect on the money going to health care anything else. They will just spend it on an Olympic bid, or some other project that still doesn't improve housing or health care.
