IMO The goal should always be for the NHL playoffs to be finished by June 1st. And the season should always aim to start around October 1st (lately it's been closer to the 11-15th).
Shifting just those two weeks probably fixes a lot of problems.
October 1 - June 1 should be the NHL regular season and playoffs. Training camp from September 10 - 30 or something like that. I feel like more time between the end of the playoffs, the draft, and free agency might promote more player movement and trades as well.
