They're designed around the host city, not the host team.
Look at the previous Heritage Classic logos. They're generic Maple Leaf graphics with an illustration of the city or something related to the city, like wheat on the Regina one. Just from looking at the logos, you wouldn't have any idea which teams were playing in it (other than assuming the host city's team will be in the game).
The same is true for the Winter Classic and Stadium Series logos. They use imagery related to the host city/stadium but the colours are either neutral or a combination of the colours of the two teams playing.
This is a straight-up Oilers logo. It would be fine if they only sold the merchandise and promoted the game to the local market, but they put these things as patches on the teams' jerseys, and that will look horrendous on the Flames' jersey.
