I worked for a company that used to do remediation and land reclamation for all the major oil companies, and Suncor was by far the most difficult to work with. We'd have our engineers develop a work program, but then they would have their engineers revise it and micromanage everything. The end result was always something more expensive and time consuming than our original plan. It was almost impossible to recoup the costs. We were always wondering why they even bothered hiring consultants when they didn't want to ever do things the way the consultants wanted.
I remember one time in particular, we proposed doing a risk assessment to get the site signed off. Total cost was quoted at around $1 million, and the process would have taken about 2 years. They insisted on dig and dump with soil volume estimates with really unreasonable precision. They wouldn't even let us go in to do test holes to do the estimate. We ended up doing it the way they wanted and the cost exceeded $1 million dollars. At the end of it, there were still parameters exceeding standards in groundwater that could not be remediated in a cost effective way, and we had to do a risk assessment anyway. Everyone lost money on it. They ended up having to pay way more, and the company I worked for had to eat a bunch of costs as well just to keep them happy. We were all relieved once the standing offer was over and we didn't have to work for them any more.
