Of course not. There will have to be redesigns on everything. I've said this multiple times in the Alberta Politics thread but I really don't think we can fix the system without a huge cash outlay up front with returns over time. The system is so fragmented and piecemeal that it will need a lot more than 4 years of spending to get it back on track. No political party wants to try that, so we end up just keeping up the maintenance instead of buying a whole new car.
So we can increase funding to keep things going, we can dedicate $20B+ to revamping the system or we can let it fail and sell it off to the lowest bidder.
UCP seem to be aiming at option 3, NDP at option 1, and no one is seriously considering option 2, because although it makes the most sense, it is also the least politically viable option.
