I'm pretty good with a full swing, but when I have to do a half, or quarter swing I go way down to about a 25% success rate. Its the one thing keeping me from getting my handicap down any further.
I will chunk it, scull it, hit it decent but be short...just seems to allude me for some reason.

Inside 60 yards is my favorite spot! Love hitting the flops. I would watch the Phil Mickelson chip video on ball placement for low/high chips. To echo the other poster it's all about limiting the back swing and keeping the rest of it full.
For myself it's huge to remind myself how the club works and make sure I'm hitting "down" on the ball, let the club do the work and don't try to scoop it to get it up.
I mostly got it because my Garmin R10 doesn't do putting so my sim makes me hit the ball if I'm on the fringe, even if I'm under 20 yards away.
