Unless 100% of the funding is coming from the Billionaire Owners, politics will come into it. From a purely functional perspective there is nothing wrong with the 'Dome. It has ice, it holds people, it has pee facilities, food and booze. Function fulfilled from public perspective.
Crappy facilities for the Millionaire Players? Build a lovely little place right beside the Dome...can probably do it for ... what $20-30 Million? All the comforts a player wants, with a quick approach/shuttle to the ice surface.
Problem solved?
No - Gary wants NEW and PRETTY, the owners want MORE money, the players want NICE, the fans....meh, who cares about us?
