It would currently take ~20 to all go the other way which is just not feasible so perhaps no one bothered to have a spine since they only incurred risk. With a tiny majority, the hammer would be held by just a couple so having a spine is much more likely to result in a difference.
I'm also happy to let the conservatives wander in the wild for a few years in hopes they pivot to the centre. But that also seems risky since its seems impossible for anyone to actually figuring out socially liberal fiscally conservative. Though Maritime Q Scout's Tim Houston example gives one hope.
