Scouts weren't to blame under Sutter because he only wanted big, western Canadian plugs.
Treliving gets a pass because of Edwards meddling.
Players got a pass last year because Sutter was the devil.
Can't question Conroy during his time as AGM because Treliving made all the choices and as we see above the meddling from Edwards.
Now we can't judge the pro scouts?

Well, as the general public, we can only judge based on results - so those results accrue to the top person in the room at the time. Only when we know that someone was directly responsible for a given area can WE judge accurately (or not!). Say Muller on the PP. We think he was awful but we don't know what the HC said. Maybe he said to play super-conservatively. We only see the result and we don't like that, so we blame the guy we KNOW (or think) is in charge.
Blame is easy to ascribe; responsibility is harder - and it really needs to come from the individual ... not the finger-pointers.
