It's basically a conflict of interest as the union is fighting the discipline on behalf of the player so when he gets only two games it's a win for the union at the same time a loss for the union as the act was extremely dangerous and something that they ideally would want to ensure doesn't happen again to another union member and the best way to accomplish that is via fines and suspensions.
