So the event isn't cancelled, just modified... To me, that seems like the worst of both worlds.

They've must have decided that the noise and visuals of fireworks causes stress in the knowledge that you know people are celebrating something that hurts. Causes trauma as you can see it and hear it from a distance and are reminded of past hurt.
But a laser show, you can only see and 'hear' it if you're actually in attendance watching it. So it won't sadden the people that it would sadden. It's respectful.
