I haven't been following closely, so maybe someone can help me understand:
The fireworks have been cancelled because of reconciliation and the Chinese Exclusion Act... But the fireworks are being replaced by some sort of "light show"...
So the event isn't cancelled, just modified... To me, that seems like the worst of both worlds.
