This just isn't right. Oddsmakers always set and adjust the line. This is not like the S&P500 or some index like that.
Of course in adjusting the line they are influenced by what bettors are actually doing but that is only historical info. They are trying to anticipate future action by setting and adjusting the lines.
For example, a major new piece of information will influence the betting line. Oddsmakers won't wait for bettors to place large bets after this new info is out before they change the betting line.
