Kang was always going to be tough to pull off. What made Kang so good in comics is that you didn't find out about Kang being everywhere, everytime, all the at once for a while. It was years of character development and learning.

In this you end up with what a lot of people will assume is a silly Council of Rick's reference. It's too fast, too rushed. They had to set up Kang from the very beginning to make him not seem forced or change the backstory.
