Each team has a ranking.
Sure there may be a razor wire differential between three players and you take the one you think you can keep if that's the case.
But if there's a gap at all you take the best player.
Fox staying was ideal. But Fox as an asset had more value than the likely next guy on the list.
In his draft the next 6 players selected have played 38 combined games.
