It is a good job for a retread that won't get a chance at a properly run team. They don't need to care that it is a disaster situation with no shot at having any success, they just need one last paycheck and a chance to be involved in the game for another 3-5 years.
For a young potential GM or a GM with options it is a terrible job. No flexibility to make needed changes, no buy in from ownership to make those changes if you could. It is a job that is a good way to ruin a young career and give a young guy a bad reputation.
