One more time - teams have often let AGMs interview and even be hried pre-draft. And AGMs know just as much about the team's plans. There are often agreements that the new hire will not take part in the draft. It's a small community. Breaches might not be proven, but if they are suspected, there are consequences. The draft order would have an effect as well.
At the end of the day the communty is so small, plans are hardly ever that secret anyway.
