We've been over this. A $ is a $. A lot of gov't operational spending is essentially non-tangible capital spending (oxymoron, I know). If you can't understand the reasons for maintaining operational spending despite a resource downturn, that's on you.
It's just funny to see you muster some rationalization for Smith in her plight of having no good choices when dealing with her totally unlucky bozo eruptions...but you've never engaged in good faith with the same "what was she supposed to do?" argument for Notley's predicament.

You can build the hospital (Capital Spending) but don't you dare staff it (Operational Spending). Seems logical to me.
