It used to be not allowed and teams complained they were losing people with no compensation, so it was changed to allow it, but then teams didn't like the way it was set up, so they went back to the way to was.
The Oilers were one of the only teams who actually had to pay compensation when they hired Chiarelli. They weren't happy about it because he had already been fired by the Bruins, but he was still under contract.
