Quebec has 550K. It'd easily be the smallest population centre in the league. And I can't think of a single notable company head officed there.

Metro area is 840k, about the same as Winnipeg. It
easily has as many corporate offices as the 'peg, and probably more. It is the centre of the francophone business community by a pretty wide margin, it's just that a lot of those companies aren't on the radar for ROC.
The economics of the NHL are so vastly different now that the struggles of the team in the early 1990s aren't really relevant, IMO. It's a strong and growing market.
