I think that's exactly it. He can surely bank on being able to get 2-3 on the market, more if anyone outside of greaserville became enamored with the bouche bomb.
Quick glance at CF shows a little under 6 in space, plus they would send one of their D back down, with 7 contracts to sign, and all of those LTIR contracts expiring, which means no easy LTIR space to be had. On top of the bouche, they will have Kostin costin money with a raise as well as Mcleod. Though with Arb, it's likely they won't see too much of a raise, but basically, to run it back with the same roster they would need to sign 3 RFA's and 4 UFA's for what they were already paying them, with about a million in wiggle room total to hand out extra money.
Plus, they have to be careful about how much money they give out over the next couple of years, because I don't see pissy taking less than 15 to re-sign, and they don't have enough big contracts coming off the books to eat the increase without signing lesser players. And then they have to do the same dance again the following year for Mavi's increase of several million to stick around.
