Every tiebreaker has its flaws, short of having them play in a one-off as the tiebreaker. Which given how money driven sports leagues are is surprising it hasn't gotten to that point. But we've also never really had it be a decider for an actual trophy. Even when Man City won in 11-12 on GD, they also beat United H2H twice. Now had that played out where Man City won on GD, but lost both games to United, I imagine the rule would have been changed because of the outcry of how unfair it would have been to United. Maybe one day we'll get to that scenario, and I fully expect it to result in a change.
