Does it reflect the whole season better? Take Liverpool right now, they have a +25 goal difference, but that is based almost entirely off of three games (9-0 vs Bournemouth, 7-0 vs United, 6-1 vs. Leeds). That's not exactly a "whole season" as to why their GD is where it is at. If you want tiebreakers to be based off whole season performance you can probably conjure up some complicated formula involving quality of wins, away/home wins, non-penalty goals, xG etc... and it might be fairer, or it might not.
When it comes to tiebreakers I guess I just like simplicity, and H2H is as simple as it gets.
