Not as sure about gym memberships because most people don't actually stick with it, but if you sign your kid up for a sport, that should be tax free / reimbursed in some form.
Run with it for 4 years and see where it goes.

This is just a middle to upper middle class tax break and another tax break for having kids. You would be better making it more targeted at lower income or working to provide non- over organized low cost recreational options.
