To me that correlates to people with post-secondary education having higher degrees of analytical thought around the purpose, funding, and community objectives of government. It also suggests to me that these same people are not as easily convinced by simple philosophies of things like "taxes bad", and consider the issues of the efficacy of public programs and institutions with more analysis.
To consider the NDP in Alberta is to consider what priorities are important to style of governance, including prioritizing things like healthcare, education, an climate change.
