I think it depends on how you define and action "target".
For example, if a D-man is carrying an injury that reduces his ability to pivot and chase a puck deep it might be worthwhile to put pucks behind the D-man and pressure them to get back. If their injury reduces there ability to deal with that play then that's smart and fair game.
Likewise, if a player is carrying an upper body injury, I'd target contact on that player. Coach guys to always finish their hits cleanly to put pressure on and fatigue that player's injury.
Now, if the targeting is slashing, cross checking or other activities that might draw a penalty through the very action, well that is murkier IMO.
