Not necessarily, you can also charge "as a result of distance traveled" - e.g. Scheifele on Evans. It's hard to tell in this case because Bennett came from off screen on the angle I saw but he was moving pretty quick and I wouldn't be surprised if he was bee-lining into the hit from outside the blue line.
Obviously you can also get a charge for jumping into a hit though there wasn't much of a jump there, if any.
