The rest of them, they aren't accepting at all, but they are listed as doing so.

No, it's a symptom of the problems our (Canada) health care system is facing across the country.
But yes, it's frustrating finding a family physician. We're going through the same thing at our household. In the past couple of years we've had the following issues:
1. find a Dr. who then moves to a different clinic within a few months and is not transferring their patients over with them
2. find a Dr. who will take you on as long as you also sign up for their specialty (on top of family medicine) and which they charge for
3. find a Dr. who accepts you and then promptly goes on maternity leave and does not return.
