I think you could make a case for things like music, where the barrier to entry is a bit lower. But if Canada doesn't prioritize domestic film/television production, then we'd likely barely have an industry (an industry that generates a fair number of jobs and economic activity).
And even if you think Canadian content is universally awful, a lot of people who work on US productions in Canada had opportunities to get into the industry because of government regulations about Canadian content. And there's a reason why similar schemes exist in most other countries that aren't the US.
