I don't think that's how it works at all. I believe they'd just be using a similar points system like traditional CanCon regulations, and as long creators meet that standard, they will be part of that group regardless of their content.

How specific creators within that group get promoted or where they fit in a feed would presumably be set by the companies, who'll naturally defer to things that generate revenue for them (just as they do now).

Not to mention that the specifics are determined by the CRTC, and not the party in power. Yes, the CRTC Commissioners are ultimately appointed by the government, but it seems pretty unlikely that a nominally independent entity is going to all of the sudden become a propaganda ministry for a specific party. At least no more likely than it was before this bill.
